Good
Governance and Government
Integrity;
Economic Efficiency and
Prosperity
“Bad governance is being
increasingly regarded as one of
the root causes of all evil
within our societies.” United
Nations Economic and Social
Commission for Asia and the
Pacific (UNESCAP).
National integrity encompasses
all areas of national
construction, including social,
political and economic aspects.
It covers both private as well
as public sectors. The National
Integrity Plan announced in 2004
is aimed at imbuing Malaysian
society with a strong sense of
morals and high ethical
standards. At the same time,
laws need to be implemented and
enforced with a high level of
integrity and carried out in
good faith.
As participation is a
cornerstone of good governance,
MCA has always stressed that the
needs and views of minorities
must taken into account and that
the voices of the most
vulnerable in society must be
heard in the decision-making
process. This inclusive approach
is responsive to the present and
future needs of society. Thus,
MCA continues to uphold the
principle of good governance
through defending and
maintaining the integrity of the
Federal Constitution and all its
creations, including the proper
exercise of executive powers,
the judiciary and parliamentary
democracy. It is through the
integrity of institutions that
the true objective of achieving
social justice as part of nation
building can be realised.
Economic Efficiency
MCA will continue to emphasise
economic freedom, which is a
fundamental right enshrined in
the Federal Constitution. A good
delivery system is one that can
enhance the quality of life of
our citizens, reduce the level
of wastage of resources,
minimise business costs, and
encourage domestic and foreign
investments. Effort must be made
to improve state and local level
administration as well review
and streamline regulatory and
licensing requirements. MCA will
continue to work within the
government system and PERMUDAH
to effect the above aspirations
to achieve optimal allocation of
our economic resources.
The 9th Malaysia Plan and beyond
– Nation Building based on the
Rukunegara
In order to achieve Vision 2020
under the National Vision Plan
(2001-2010) as well as our
national mission of continued
national unity, growth and
social justice, Malaysia needs
to continue to attract Foreign
Direct Investments (FDIs).
However, given the scenario of
increasing competition for the
FDIs among the ASEAN member
states and other countries, the
business community will need to
rethink its business models and
management approaches over the
next five years in order to
survive and thrive.
The MCA Economic Blueprint is a
roadmap for the party, laying
out the synergies it hopes to
achieve through strategic
alliances with the business
community so that all Malaysians
can work towards the objectives
and targets of the 9th Malaysia
Plan and beyond. With the Rukun
Negara as the basis of our
national ideology, we must
strive towards advancements in
all fields of science and
technology while maintaining our
spirit of togetherness, racial
harmony and cooperation.
