Thrust 3:

Power House of Knowledge; Building an Efficient, Productive Talent Pool

Education has always been the mainstay of MCA in serving community and national needs. MCA continues to give its full support to Chinese language education, holding a strong belief in the freedom to express oneself and receive one’s education in the mother tongue, which are rights enshrined in the Federal Constitution. With the rise of China as an economic giant, the Chinese language will certainly be recognised as an important factor that can help achieve sustainable economic growth for our country.

The quality of Malaysia’s human capital is “the most critical element of our National Mission” (9th Malaysia Plan). Malaysia’s labour force increased from 11.5 million in 2006 to 11.8 million in 2007, with more than 20% of the workforce having attained tertiary education. Thus, MCA’s education arm, comprising Tunku Abdul Rahman College (KTAR), KOJADI Institute, University Tunku Abdul Rahman (UTAR) as well as the MCA Lifelong Learning Programme, will actively work to deliver knowledge and skills to build human capital in the strategically important areas of science and technology as well as entrepreneurship capabilities. The MCA Lifelong Learning initiatives are expected to embark on the next level of national outreach through our partnership with SEGI College and The Star. Accessibility of education and upgrading of work skills will be continually promoted by MCA as a way to ensure the relevancy of Malaysian workers in the global context.

The MCA human capital powerhouse conceptualised 36 years ago was driven by the sheer tenacity of the party leaders then and the contributions of the community. Today, the three main institutions have trained no less than 150,000 qualified talents engaged in almost all fields. These include diploma and certificate holders as well as graduates. They are now working all over the world making Malaysia proud through their achievements. Many have gone on to become professionals, entrepreneurs, community leaders and so on.

UTAR – Business Oriented Research
The Centre for Economic Research (CER) of UTAR was established to function as the research unit serving SMEs in terms of providing research inputs such as looking into industry challenges and/or commercialisation of operations, ideas and innovations. CER aims to contribute through incorporating its research results into the University’s teaching programmes, generating research reports, working papers, conference proceedings and journals, as well as organising training, lectures, workshops and seminars for students, staff and members of the public. As such, it is also envisaged that UTAR would established collaboration with overseas universities in conducting research on industries and human resource development, and continue to enhance its research capabilities.

KTAR – Entrepreneurship Training
KTAR, being the oldest of the three institutions, will continue to grow from strength and strength through continual upgrading of its courses that are geared towards the needs of the business community. It provides continuing education courses for individuals such as businessmen and women entrepreneurs on areas as diverse as associations administration and modern agricultural techniques.

KOJADI – Driving skill sets in the Oil and Gas Industry
26% of Chinese youths today drop out of school before the age of 17. This trend, if not rectified quickly, will have a serious cumulative effect on the future of our society and our youths. Therefore, MCA’s plans to revive KOJADI as a centre for early school leavers (ESL) is a timely and appropriate effort the address this serious problem. KOJADI provides training in basic skills demanded by the market, with a particular focus on the oil and gas sector. Basic skills such as welding, safety guidelines and regulations, non-destructive testing and diving are now in high demand around the world and are lucrative professions.

KOJADI, in conjunction with MCA, will promote such courses among youths, especially those in poor urban areas and in the New Villages, so as to absorb dropouts from the education system. Its certification will have international recognition which will enable early school leavers to have the opportunity to apply their skills in the oil and gas industry internationally, eventually becoming world-class professionals and entrepreneurs in the field.
